Joseph Conte is the Executive Director of the Staten Island Performing Provider System (SI PPS). The SI PPS was created to implement the Medicaid redesign program known as DSRIP. Under Joe’s leadership the PPS was recognized by Jason Helgerson, NY Medicaid Director as “leading the way” and the “most advanced” in NY (Crains, 2017).
Previously, Joe was the Senior V.P. for Administration at Richmond University Medical Center, overseeing multiple departments. Prior to his position at RUMC, Joe was the Executive Vice President at the Catholic Health Services of Long Island. At Northwell, formerly the NS-LIJ Health System, he served for over 15 years in various executive capacities, including Sr. VP for Quality, where his innovative strategies ultimately culminated in the NQF National Quality Healthcare Award and the Codman Award for SIUH.
He completed his doctoral dissertation at the Seton Hall University School of Health and Medical Sciences, analyzing the effects of Meaningful Use of EHR on cost, quality, and safety outcomes. Joe has experience in international projects and was recently invited to speak in the Netherlands and the U.K. to discuss healthcare innovation. He has published numerous peer review articles and authored a chapter in the bestselling Health Informatics an Executive Primer.

Salvatore Volpe, MD FAAP FACP FHIMSS CHCQM has 27 years of a primary care medical practice experience. He has achieved board certification in Pediatrics, Internal Medicine, Geriatrics, Clinical Informatics and Quality Asurance. He serves as Chairman of the Richmond County Medical Society HIT Committee. Dr. Volpe is the recipient of the 2007 IPRO Quality Award. The award was presented in recognition of his commitment to improving care for Medicare beneficiaries, as reflected in the work he has done to create a patient-focused environment within his practice, and his work as a physician champion in promoting the use of electronic health records and health information technology for quality improvement.
In 2009, Dr. Volpe’s medical practice became the first solo practice in the state of NY to achieve Level 3 2008 NCQA Patient Centered Medical Home Recognition.
In 2010, HIMSS (Health Information and Management Systems Society) recognized Dr. Volpe as the Chapter Leader of the Year.
In 2011, SUNY Downstate Medical School presented Dr Volpe with the Geriatrics Medicine Award in recognition of his contributions and achievements.

He has used an EHR and Patient Portal in his practice for almost 10 years.
As Chief Information Officer, Anyi provides leadership for the continued development of an innovative, robust, and secure Health Information Technology & Analytics platform at Staten Island PPS to support New York State DSRIP initiative. An Enterprise Data Warehouse (EDW) is configured to unify and integrate Medicaid claims, clinical data and social determinate data points aimed to improve the overall health of Staten Island. She leads the PPS analytics team and develops advanced analytics coupled with population health approach to drive better clinical outcomes and lower total cost of care.
Prior to joining Staten Island PPS, Anyi spent 10+ years in Healthcare Informatics and Business Analytics roles in major medical centers and health systems. She specializes in advanced analytics, data warehousing and business intelligence, helping healthcare organizations maximize data value. Most recently, as Director of Clinical Data Analytics at The Mount Sinai Hospital and Mathematician at St. Francis Hospital – The Heart Center, Roslyn New York.
Anyi is a member of the Healthcare Financial Management Association (HFMA). She holds a dual-title PhD degree in Industrial Engineering and Operations Research from Penn State University.
Bill has over 30 years of experience in non-profit and for profit HR leadership in Healthcare. His background includes working with Organized Labor and Management in contract negotiations and Employee Relations matters. He is Leading Workforce Transformation with the NYS DRSIP Medicaid Redesign for Staten Island PPS, including working closely with NYS DOH as content expert. Bill is a contributing Member of Scheinman Institute at Cornell University School of Industrial and Labor Relations, dedicated to promoting collaboration between management and labor. He received Meals on Wheels Recognition in 2017 for the Wheels in Motion award for helping transform the healthcare landscape in Staten Island.
Ashley has been keeping the Staten Island PPS PMO team on track since August 2016 by providing guidance and oversight on quarterly project and workstream reporting, performance measure improvement, and managing additional DOH requirements and updates.
Her previous experience includes outpatient operations management, EMR implementation, and assistance with outreach and community events for CBOs in Central NY.
Director, Behavioral Health & Care Management Initiatives
Victoria Njoku-Anokam is a health management professional with over 10 years of experience implementing large-scale population health management transformations. She is currently responsible for the implementation of SI PPS behavioral health and care management projects including the integration of primary care in behavioral health settings, expansion of ambulatory withdrawal management services for substance use disorders, and several innovative behavioral health infrastructure improvement projects. She brings expertise in program & project management, provider community outreach & engagement, process redesign, and change management. In previous roles, Victoria has worked multiple stakeholders including integrated health systems, academic medical centers, federally qualified health centers, physician practices, HIT vendors, government health agencies, and health plans on multiple care management, EMR/EHR implementation, analytics, and HIT system integration initiatives. She is dedicated to transforming care delivery and improving the health of populations, especially those in medically underserved communities. Victoria holds an MPH from Columbia University and a BS from Stanford University.
Sadia Choudhury, with over 12 years of experience in various settings of healthcare industry, is passionate in making significant life changes for patients. At Staten Island PPS, Sadia oversees Model 1 for Primary Care and Behavioral Health Integration project, Patient Activation project, Diabetes Management project, along with several large initiatives like PCMH and other initiatives related to improving quality outcomes for patient population in ambulatory care settings. Sadia also served in leadership role at NYP Queens PPS and NQP PPS. In addition to her expertise in program and project management, Sadia is a certified lean methodology trainer in NYSDOH sponsored Medicaid Accelerated Exchange (MAX) Program which is focused to reduce Inpatient and ED high utilization. Besides her DSRIP experience, Sadia also has extensive experience in Quality Improvements/Analytics.
Sadia attended Long Island University Brooklyn where she earned a Masters Degree in Public Administration, with concentration in Health Policy and Management.
Celina is an advocate for improving health communication and sharing health knowledge. She combines her love for teaching with her passion for balancing social injustices while working on the Cultural Competency and Health Literacy (CCHL) workstream at SI PPS. Celina also oversees engagement with our Community Based Organization partners, assists with Communications and Marketing and works on the Healthy Neighborhood project. She is currently a lead for the DSRIP NYS CCHL committee and is proud to support this important work.
Celina completed her Master Of Science in Health Communication from Boston University. She comes to the PPS with over 10 years experience teaching Health Literacy and English as a second language, and previously developed and implemented innovative programs for language access, medical interpreting, health literacy, diversity and inclusion and LGBTQ healthcare equality.
Mary Han is implementing three DSRIP projects with skilled nursing facility and home care partners. Prior to DSRIP, she was at Gouverneur Health working on initiatives for Collaborative Care, Accountable Care Organizations, and panel management. Her interest in quality management developed from working on an NIH funded community-based research project. She presented at the American Public Health Association on the “Quality of life and physical activity among foreign-born and u.s.-born older black men with hypertension residing in New York City”. She studied Physiology at University of Minnesota and has a passion for health and exercise. Mary is a Certified Professional in Healthcare Quality and is a member of the National Association for Healthcare Quality.
She graduated Iona College with an MBA and found her way into Healthcare when she joined Mount Sinai Hospital in 2014. She is now an Administrative Manager with the PPS overseeing the overall operations of the PMO office and who closely supports Dr. Joseph Conte, the Executive Director.

Mark has many years of experience working with data in Financial and Healthcare domains. He got his MBA from NYIT in 2008.
Business Intelligence Analyst
Reine is a business intelligence analyst for Staten Island PPS as a part of the IT/Data Team. She oversees collection of data for actively engaged reporting. She also generates reports for partners and project directors to facilitate outcome improvement. She graduated from Carnegie Mellon University in 2016 with a B.S. in Statistics.
Kristin joined the PPS as the financial analyst. Her previous experience includes working as a senior financial reporting associate on a separate accounts operations team, and working as an associate on a corporate healthcare consulting team. She received her MBA with a concentration in Finance from St. John’s University.
Lauren serves as the communications and marketing person for the PPS, handling all social media and marketing efforts since February 2017. She also creates the monthly newsletter and community-facing promotional material, as well as oversees all website implementation. Lauren graduated from the Fashion Institute of Technology in 2015 with a B.S. in Advertising and Marketing Communications. She started out in public relations and social media for clients in fashion, lifestyle, sports, food, and small businesses. She also has experience in digital media planning and content creation.
Allison is the Staff Analyst for the PPS. She works with our PHIP practices to analyze chronic condition data pertinent to Staten Island. She works with our CMO to identify local needs and implement best practices to improve population health. She is also involved with our PAM project and focuses on increasing patient and community activation through navigation and outreach. Allison graduated from Sacred Heart University in 2017 with her Master’s in Healthcare Informatics. She previously had an internship in the clinical informatics department at Staten Island University Hospital.
